Message to On-street Parkers from CR Parking

March 17, 2010

Dear On-Street Parkers,

The Parking Department wishes to formally announce some changes to commence the week of March 15th, 2010.  The areas specifically impacted will be 3rd St, 500 – 700 block, 2nd St, 500-700 block, 6th Ave 300 block, 300 block of 7th Ave and the 2nd Ave Bridge.

A significant function of the On-Street monthly parking program is its direct relationship of facilitating growth and sustainability for businesses in the downtown.  On-Street monthly parking in concentrated areas should be considered “convenience spots”.  They are in place to allow primarily short term visitors a place to park their vehicle within the vicinity of a shop, eatery, or other service they wish to patronize.

This will in turn allow access for another customer, client, or visitor to the same convenient access to goods and services.  Revenues generated by our visitors help to promote existing businesses through employment creation and revenue growth.  Without these much needed revenues, it will only further inhibit development in the downtown.
For those of you who currently utilize the areas described above for long term parking, we certainly understand there is a need for available parking.  We would like to point out that the 4th Ave Parkade has available monthly parking. For those of you who are not part of our current monthly parking program and wish to signup for monthly parking.  Rates are currently $30 per month with a $25 registration fee.

As the downtown area continues to develop and grow, there may be a need to further enhance our operations.  We pledge to you we will strive to communicate any additional changes.  If a parking spot has a meter allocated to it, the spot must be paid for through placing coins in the meter.  Monthly parking passes will not be accepted in lieu of paying the meters.   Those who do not pay the required fee will be subject to having a citation issued.

Over the next several weeks and months we will gradually rebuild our On-Street meter program.  Our goal is return the meter program back the pre-flood levels.  The additional monies will help to fund maintenance, technology and other upgrades to the parking facilities. Additionally the On-Street monthly parking program will continue to provide spaces but with more limited constraints.  Please understand that the transition is taking place to help support local business, through parking turnover.

Downtown Cedar Rapids has faced and continues to face many challenges when it comes to supporting and sustaining downtown businesses.  We together can make an impact that will help to grow, support, and enhance the downtown that will benefit the City of Cedar Rapids for years to come.

Sincerely,
City of Cedar Rapids Parking Services
